Community Economic Development Program Operational Projects

In Fiscal Year (FY) 2008, contingent upon available funding, the Office of Community Services (OCS) will award Community Economic Development (CED) discretionary grant funds for well-planned, financially viable, and innovative projects. OCS will award funds to Community Development Corporations (CDCs) that are experienced in implementing economic development projects. OCS intends that grant funds awarded under this announcement will provide resources to eligible CDCs for their job creation and business projects, as a strategy to address broader objectives such as arresting tendencies toward financial dependency, chronic unemployment, and community deterioration in both urban and rural areas. Eligible CDCs must submit a business plan that demonstrates the economic viability of the venture.

An applicant must be a private, non-profit CDC experienced in developing and managing economic development projects. For purposes of this grant program, the CDC must be governed by a Board of Directors consisting of residents of the community and business and civic leaders. The CDC must have as a principal purpose: planning, developing, or managing low-income housing or community development activities. An applicant must document its eligibility as a CDC for the purposes of this grant program. The application must include a list of governing board members that provides a designations as one of the three types: a community resident, business, or civic leader. In addition, the application must include documentation that the organization has as a primary purpose: planning, developing, or community development or managing low-income housing activites. This documentation may include incorporation documents or other CDC organizational documents (e.g., article of incorporation papers, by-laws, official documents that identify the organization). Faith-based and community organizations are eligible to apply. Foreign entities are not eligible under this announcement.

Job Opportunities for Low-Income Individuals (JOLI) Program

The Office of Community Services' (OCS) Job Opportunities for Low-Income Individuals (JOLI) program helps low-income individuals achieve economic self-sufficiency. The purpose of the JOLI program is to create jobs to be filled by low-income individuals. JOLI applicants provide technical and/or financial assistance to private employers in the community to assist them in creating employment and business opportunities for individuals receiving TANF and other low-income individuals. In order to create these sustainable employment and other opportunities, funded projects should focus on the following three program strategies: (1) new business ventures, (2) business expansion, and (3) self-employment/micro-enterprise projects.

NEH Preservation and Access Education and Training Grants

These grants support national or regional (multi-state) education and training programs on the care and management of, and the creation of intellectual access to, library, archival, and material culture collections. Corporation for National and Community Service (CNCS) - Martin Luther King Jr. Day of Service FY 2009

The Corporation for National and Community Service (the Corporation) provides grants to organizations to plan and carry out projects that bring Americans together to serve in their communities in observation of Martin Luther King, Jr. Day. Subject to availability of appropriations, a total of approximately $500,000 will be awarded to support 2009 King Day activities, ranging in amounts from approximately $50,000 to $300,000, to support the first year of these grants. EPA Request for Initial Proposals, Solid Waste Management Assistance

The U.S. Environmental Protection Agency Region 10 is soliciting proposals to fund projects that address solid waste reduction and management. Funds will be awarded pursuant to Section 8001 of the Resource Conservation and Recovery Act (“RCRA”), 42 U.S.C. §6981 or Section 10 of the Toxic Substances Control Act (TSCA), 15 U.S.C §2609, as appropriate. Funding will be in the form of cooperative agreements and/or grants. NEA Creativity and Aging in America

Creativity and Aging in America is an initiative of the National Endowment for the Arts designed to actively engage older Americans in quality arts programs. Through this initiative, the Arts Endowment will support exemplary projects in the disciplines of literature and music. Projects must be conducted by professional artists and engage older adults as students, artists, and/or teachers. For the purposes of these guidelines, older adults are age 65 and above. Recent research supported by the National Institutes of Health, AARP, International Foundation for Music Research, and the National Endowment for the Arts found that older adults who actively participated in ongoing, community-based arts programs, conducted by professional artists, experienced more physical and mental benefits than participants in non-arts activities. The research showed that active participation in the arts correlated positively with older adults' health outcomes and their sense of independence, potentially reducing risk factors that drive the need for long-term care. Creativity and Aging in America will focus on the disciplines of literature and music. Activities may take place in a variety of settings such as senior centers, community centers, retirement centers, museums, literary centers, performing arts centers, libraries, schools, and healthcare facilities. Projects must be planned in cooperation with the target population including local organizations that address aging-related issues. Organizations are limited to one Creativity and Aging application per year.

Hope VI Revitalization Grant works to improve the living environment for public housing residents of severely distressed public housing projects through demolition and rehabilitation.

In accordance with Section 24(a) of the United States Housing Act of 1937(42 U.S.C. 1437v) (1937 Act), the purpose of HOPE VI Revitalization grants is to assist PHAs to:

1. Improve the living environment for public housing residents of severely distressed public housing projects through the demolition, rehabilitation, reconfiguration, or replacement of obsolete public housing projects (or portions thereof);

2. Revitalize sites (including remaining public housing dwelling units) on which such public housing projects are located and contribute to the improvement of the surrounding neighborhood;

3. Provide housing that will avoid or decrease the concentration of very low income
families; and

4. Build sustainable communities.

Corporation for National and Community Service (CNCS) - Learn and Serve America 2008 Higher Education College Student Social Media Initiative

The Corporation for National and Community Service (the Corporation) announces the availability of approximately $2.3 million of grant funding to support the facilitation of better engagement of college students in service through social media. Some examples of social media include: social networking (i.e. Facebook, MySpace, Ning, or integrating social networking capacity into existing sites), wikis, podcasts, blogs, RSS feeds, mashups, social bookmarking, widgets, etc. Successful applicants must demonstrate how their program can use these tools to engage increased numbers of college students, especially in partnership with other nonprofit or for-profit entities. The following Notice provides a description of the competition. One time awards of approximately $100,000 to $750,000 will be made to an estimated twelve eligible applicants for a project period of up to three years. While all applicants can build in funds for subgrants as part of their program model, the Corporation expects to fund at least one partnership dedicated primarily to disbursing small subgrants (under $10,000) to seed student-driven projects. This awardee must promote, review, and award subgrants using social media. Under this model, it is expected that the grantee will allocate at least 80% of funding for subgrants. Eligible applicants include (a) consortia of institutions of higher education and (b) higher education partnerships, defined as one or more public or private nonprofit organizations, or public agencies, including States, and one or more institutions of higher education. Examples of such partnerships include: a national service-focused organization and college campuses where it has affiliated chapters; a national non-profit partnering with a university to run a national subgranting competition; a regional group of student organizations with a campus advisor serving as a legal applicant. Applicants should have demonstrable experience in planning and implementing significant service and technology programs. The purpose of this competition is to facilitate better engagement of college students in service through the use of social media. Successful applicants must demonstrate how their program design can significantly increase the number of college students volunteering.

Federal Transit Administration (FTA) Public Transportation Participation Pilot Program

The Federal Transit Administration (FTA) is soliciting proposals for applied research in the area of public participation as it relates to the planning of public transportation projects and programs. The purpose of the Public Transportation Participation (PTP) Program, as called for under Section 3046 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), is to support the research and development of innovative approaches to enhance the quality and level of public participation in public transportation planning. FTA has budgeted approximately $1,028,000 for conducting research under this third phase of the PTP Program. Funding for future years of the Program will be based on availability of funds. In keeping with that concept, FTA anticipates awarding 6-10 proposals for work to be completed within 12-18 months of receipt of the funding award. FTA also may choose to fund only a part of a proposed project. FTA will consider projects of longer duration, but the work activities and product delivery must be phased in such a way as to produce a viable first-phase product. After the first phase of a project, funding for subsequent phases will be contingent on availability of funds and satisfactory progress against planned work to that point. FTA also reserves the right to not fund proposed projects. FTA also may withdraw its obligation to provide Federal assistance if the recipient does not submit the formal application (to be completed after selection) within 90 days following the date of the offer.

Department of Commerce FY 2008 Regional Training Curriculum Implementation Program Competition

Through this competitive solicitation, the Economic Development Administration (EDA), Department of Commerce solicits applications for the nationwide delivery of an open source regional training curriculum to practitioners through a series of workshops and other delivery methods to be proposed by the applicant. The open source curriculum that will be delivered under this solicitation was informed by a national survey of practitioners to assess their needs and knowledge levels. The results of the survey have been organized and analyzed in a needs assessment report, which is available online at http://knowyourregion.wcu.edu/pdf/EDANeedsAssessment.pdf. The format and materials for workshops that will be delivered under this competitive solicitation have been completed and successfully tested. The two-day workshop format is designed to develop forward-thinking regional economic development plans that generate momentum for regional economic development and help economic development practitioners and stakeholders identify and access appropriate federal resources. Recent studies on economic development, including several EDA-funded reports, stress the importance of a regional approach to successful economic development. Therefore, in FY 2006, EDA funded the development of a practitioner-oriented, open source curriculum to acquaint local economic development practitioners with the benefits, process, and practice of economic regionalism. On July 16, 2007, EDA published a Federal Register notice (72 FR 38812) soliciting applications for funding under its NTA Program to deliver the regional training curriculum throughout the United States. The deadline for receipt of applications closed August 13, 2007 at 5:00 p.m. EDT. After completing its review of the applications submitted, EDA decided not to make an award for the project. EDA now re-solicits applications for the regional curriculum training implementation project in accordance with the project description and deliverables set out in the full federal funding opportunity.

Department of Commerce FY 2008 Economic Development Research Projects Program Competition

Through this competitive solicitation, Economic Development Administration (EDA), Dept. of Commerce solicits applications for funding that address one or more of the following three research projects: (1) regional innovation systems; (2) urban economic development policy; and (3) global economic development strategy. EDA's intent is to create practitioner-accessible tools that can be used to bring the best current thinking to bear on specific problems. As described in the complete funding opportunity announcement, deliverables for each of these three projects vary. For the first research project on regional innovation systems, there are four deliverables: (1) a comparative analysis; (2) a practitioner-accessible report; (3) a practical asset mapping guide; and (4) production of a practitioner-accessible report or equivalent document that presents findings in a visually appealing format. FY 2008 Request for Proposals, Pollution Prevention Grant Program

The Pollution Prevention Grant Program supports State and Tribal technical assistance programs which help businesses identify better environmental strategies and solutions for reducing or eliminating waste at the source. EPA anticipates it will award approximately $4.1 million in total program funding during Fiscal Year (FY) 2008. Grants will be awarded and managed by each of EPA's ten Regional Pollution Prevention Program Offices. Grant amounts awarded are dependent on the Congressional appropriations for this program and the quality of proposals received.

Please note that private nonprofit organizations are not eligible for this grant. Feel free to pass this information on to any other organizational partners or groups that may be interested.

EPA Resource Conservation Challenge Program

Region 5's Solid Waste Program administers a few of EPA's many grant programs. Grant funding is provided to government agencies and non-profit organizations to promote waste reduction and the safe and effective management of solid waste.

EPA Region 5 is soliciting proposals that address the national Resource Conservation Challenge (RCC) priorities of increasing recycling of municipal solid waste; increasing industrial materials recycling; and greening electronics in Region 5 [Region 5 encompasses the states of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin]. This funding supports EPA’s strategic goal of land preservation and restoration. Applicants are encouraged to partner and collaborate on projects with other organizations involved in similar efforts.

EPA solid waste funds may pay for a new position, contractor support, the development and printing of public outreach materials, supplies, minor equipment purchases, and project-related travel (e.g., to conduct or attend workshops). Please note that EPA solid waste funds generally cannot pay for large equipment purchases or be used for building or construction.
