CNCS Nonprofit Capacity Building Program CFDA 94.022

The Corporation for National and Community Service (the Corporation) announces the availability of approximately $1 million for a two-year cooperative agreement to fund organizations to increase the capacity of a small number of intermediary grantees to work with small and midsize nonprofits in communities facing resource hardship challenges to develop and implement performance management systems. Grantees will provide recipients with organizational development assistance to establish procedures for measuring progress and improving performance towards intended outcomes leading to community impact. APPLICATIONS MUST BE SUBMITTED THROUGH THE CORPORATION FOR NATIONAL AND COMMUNITY SERVICE'S WEBSITE AND DATABASE, eGRANTS. Applications are due by May 18, 2010.


This is a Notice for the selection of nonprofit intermediary organizations to increase their capacity to work with small and midsize nonprofits in communities facing resource hardship challenges to develop and implement performance measurement systems. Grantees will provide recipients with organizational development assistance to establish procedures for measuring the outcomes and impact of their activities which will enable them to better communicate the value of their services to stakeholders, including potential funders.

CNCS Social Innovation Fund FY 2010 CFDA 94.019

This Notice of Federal Funds Availability (Notice) announces the availability of funding for the newly-created Social Innovation Fund (SIF), authorized by the Edward M. Kennedy Serve America Act of 2009. The SIF is a vehicle to: 1) promote public and private investment in effective and potentially transformative portfolios of nonprofit community organizations to help them strengthen their evidence base, and replicate and expand to serve more low-income communities; 2) identify more effective approaches to addressing critical social challenges and broadly share this knowledge; and 3) develop the grantmaking infrastructure necessary to support the work of social innovation in communities across the country. The Corporation considers “social innovation” as the development of a potentially transformative practice or approach to meeting critical social challenges. Applications must be sumitted through the CNCS grant system and NOT through grants.gov. Applications are due by April 8, 2010.


An approach is “transformative” if it not only produces strong measurable outcomes, but also 1) significantly impacts or informs the public discussion about systems of service delivery, 2) addresses more than one critical social challenge concurrently, or 3) produces dramatic cost savings through efficiency gains. In FY 2010, SIF awards will be made to a small number of intermediaries (existing grantmaking institutions or eligible partnerships) which make investments in nonprofit community organizations as an essential (rather than collateral) means of fulfilling their mission and vision.

The resulting national network of intermediaries will identify through competitive processes, invest in, support, and monitor promising, later-stage (as opposed to nascent or early-stage), innovative nonprofit community organizations (subgrantees) working with low-income communities in one or more of the following priority issue areas:
• Economic Opportunity – Increasing economic opportunities for economically disadvantaged individuals
• Youth Development and School Support – Preparing America’s youth for success in school, active citizenship, productive work, and healthy and safe lives
• Healthy Futures – Promoting healthy lifestyles and reducing the risk factors that can lead to illness

In Fiscal Year (FY) 2010, the Corporation will award up to $50 million in Federal funding to an estimated seven to 10 intermediary organizations. Annual SIF awards to intermediaries will be in the range of $1 million to $10 million, and must be matched 1:1 in cash. The SIF award periods are up to five years. The SIF funding mechanism will leverage $3 of private funding for every $1 in federal funding, generating a total public-private investment of $200 million in FY 2010.

Additional Information on Eligibility:
To be eligible for a SIF intermediary award, an applicant must: • Be an existing grantmaking institution or an eligible partnership; • Properly propose to be either a geographically-based or issue-based SIF that will focus on improving measurable outcomes; • Have a strong track record of using rigorous evidence to select, invest in, support, and monitor the replication and expansion of grantees; • Have a well-articulated plan to: o Replicate and expand research-proven initiatives that have been shown to produce sizable, sustained benefits to participants or society; and/or o Collaborate with a research organization to undertake rigorous evaluations to assess the effectiveness of initiatives. • Have appropriate policies on conflicts of interest, self-dealing, and other improper practices; and • Demonstrate either cash-on-hand or commitments (or a combination thereof) toward meeting 50 percent of the first year matching funds, based on the amount of grant funds requested. For example, a request of $1 million needs to be accompanied by documentation of $500,000on-hand at the time of application.

CNCS National Planning Grants and Indian Tribes Planning Grants CFDA 94.006

The purpose of planning grants is to support the development of AmeriCorps programs so applicants are better prepared to compete for a multi-state AmeriCorps grant in the following grant cycle. These grants are awarded for 12 months. They may not be used to support AmeriCorps members. National Planning Grant applicants must not have previously received a multi-state AmeriCorps grant and must be interested in applying for AmeriCorps funding for a program that will operate in two or more states. Indian Tribes Planning Grant applicants must not have received an AmeriCorps grant in the past and must be an Indian Tribe. Applications must be submitted using eGrants and not through Grants.gov. Applications are due by October 19, 2009.


When will the grants be awarded?
Contingent upon appropriations, the grants will be awarded in late January 2010 so that successful applicants will have a full year to prepare for their competitive application which will be due in January of 2011, again contingent upon appropriations.

What are the matching requirements for these grants?
Applicants must provide 24% of the total project cost in match. Match may be cash or in-kind. The Corporation complies with Executive Order 13175 and will handle any waiver request from an Indian Tribe in an expedited manner.

CNCS AmeriCorps State and National Recovery Act Assistance CFDA 94.007

What are AmeriCorps State and National Recovery Act grants? The purpose of this guidance is to assist current AmeriCorps State and National grantees in accessing American Recovery and Reinvestment Act funds to engage AmeriCorps members and community volunteers in efforts to stimulate the economy through the expansion of current programming or the addition of a new program component. Eligible activities include, but are not limited to, providing job counseling and skills training to the unemployed, constructing or rehabilitating housing, assisting nonprofits facing increased need and decreased resources, recruiting volunteers, making housing resource referrals for and providing legal services to those experiencing eviction or foreclosure, connecting children and families to health care, and allowing after-school centers that have lost funding to stay open. Applications are due by April 3, 2009.


Is my organization eligible and to whom do we apply? Current grantees only are eligible to apply, Current grantees with planning grants are not eligible to apply. Current grantees are those who were operating AmeriCorps programs on February 17, 2009.

Applicants must apply to the same entity to which they applied for their current AmeriCorps grant program (either to a state service commission or directly to the Corporation for National and Community Service). More Information on AmeriCorps State and National Recovery Grants These one-time AmeriCorps Recovery Act funds are being made available to current grantees to meet critical community needs resulting from, or exacerbated by, the current economic crisis. Programs addressing any of the AmeriCorps issue areas are welcome to apply but the selection process will give preference to the activities listed below. Additionally, AmeriCorps Recovery Act grantees addressing the following activities will be required to adopt and collect data on Corporation-determined performance measures. AmeriCorps Priority Recovery Act Activities  Employment and skills training  Tutoring and literacy  Financial literacy  Home foreclosures and housing assistance  Housing rehabilitation and access including weatherization and other energy-efficiency techniques  Healthcare access and delivery  Nonprofit capacity building and  Volunteer generation and management It is expected that grantees will seek Recovery Act funding for their current areas of programming. However a grantee may choose to apply for a new area of programming and make the case that it has the expertise and capacity to implement new programming quickly and effectively. The Corporation recognizes that many current grantees are eligible for Recovery Act funding from other federal agencies that would complement their proposed AmeriCorps Recovery Act program. As with any AmeriCorps grant competition, grantees may request AmeriCorps positions without grant funds (sometimes referred to as an Education Award Only grant). For more than a decade, the Corporation for National and Community Service—through its Senior Corps, AmeriCorps, and Learn and Serve programs—has mobilized a new generation of engaged citizens. This year, more than 1.8 million individuals of all ages and backgrounds will serve through these programs. They will help thousands of national and community nonprofit organizations, faith-based groups, schools, and local agencies meet local needs in education, the environment, public safety, homeland security, and other critical areas. Roughly three quarters of all AmeriCorps grant funding goes to Governor-appointed state service commissions, which award subgrants to nonprofit organizations in their states. These organizations recruit AmeriCorps members to respond to local needs. The Corporation distributes most of the remainder of the grant funding directly to organizations operating in more than one state.

CNCS Learn and Serve America Community-Based Programs FY 2009 CFDA 94.004

Community Service (the Corporation) announces the anticipated availability of approximately $4.2 million for qualified organizations to provide subgrants, training, and other assistance to local partnerships to implement community-based service-learning projects. These funds will be awarded to an estimated five to eight eligible applications with awards ranging from approximately $350,000 to $450,000 annually for a project period of up to three years. The Corporation’s mission is to improve lives, strengthen communities, and foster civic engagement through service and volunteering. CNCS Learn and Serve America Higher Education FY 2009 CFDA 94.005

The Corporation for National and Community Service (the Corporation) announces the availability of approximately $9.27 million of grant funding to support higher education service-learning and community service programs that address community needs through local service projects. The following Notice provides a description of the competition. These funds will be awarded to both individual institutions and consortia. An estimated six to eight individual institution applicants will receive awards ranging from approximately $85,000 to $195,000 annually for a project period of up to three years. An estimated seven to nine consortia applicants will receive awards ranging from approximately $200,000 to $500,000 annually for a project period of up to three years. Eligible applicants include higher education partnerships, defined as one or more public or private nonprofit organizations, or public agencies, including States, and one or more institutions of higher education. Thus, all partnerships must include at least one institution of higher education. Applications are submitted through the Corporation's eGrants system and NOT through Grants.gov. Applications are due by March 26, 2009.


Examples of such partnerships include: a national service-focused organization and colleges and universities where it has affiliated chapters; a national non-profit partnering with a Business School to run a national subgranting competition; a regional group of non-profit student organizations working with an institution of higher education which would serve as the legal applicant. Applicants should have demonstrable experience in planning and implementing significant service, volunteering or technology programs. Key agency priorities for the 2009 Higher Education grant competition include:
• Creating and/or expanding initiatives engaging campuses and the communities they serve. Activities should focus on assisting with economic recovery and strengthening the vitality of the nonprofit and social service sectors
• Promoting student leadership through program models incorporating student-initiated and student-led service and service-learning activities addressing critical social needs, particularly those resulting from the economic downturn.

What are AmeriCorps State and National grants? Subject to the availability of appropriations for fiscal year 2008, the Corporation for National and Community Service (the Corporation) announces the anticipated availability of approximately $21,288,000 to award new and re-competing AmeriCorps State and National grants. The grants in AmeriCorps State are: State Competitive, Territories Competitive, States without Commissions, and State Education Award Program (EAP). The grants in AmeriCorps National are: National EAP, National Direct, National Professional Corps, National Planning, and Indian Tribes.

Notice of Intent to Apply: In order to help us gauge the number of applications we are likely to receive, please send an e-mail 60 days prior to the deadline to americorpsnational@cns.gov, for National applicants, or americorpsapplications@ cns.gov for state commissions. National applicants should state the competition for which you will be applying. State commissions are encouraged to include an estimate of the number of programs you will be submitting to the state competitive competition. For more than a decade, the Corporation for National and Community Service—through its Senior Corps, AmeriCorps, and Learn and Serve programs—has mobilized a new generation of engaged citizens. This year, more than 1.8 million individuals of all ages and backgrounds will serve through these programs. They will help thousands of national and community nonprofit organizations, faith-based groups, schools, and local agencies meet local needs in education, the environment, public safety, homeland security, and other critical areas. Roughly three quarters of all AmeriCorps grant funding goes to Governor-appointed state service commissions, which award subgrants to nonprofit organizations in their states. These organizations recruit AmeriCorps members to respond to local needs. The Corporation distributes most of the remainder of the grant funding directly to organizations operating in more than one state. The Corporation’s mission is to improve lives, strengthen communities, and foster civic engagement through service and volunteering.

In the FY 2009 competition, the Corporation will give special consideration to projects that address one or a combination of five strategic initiatives, listed below, that meet critical needs of our nation, achieve national service goals, and address community problems. 1. Mobilizing more volunteers. 2. Ensuring a brighter future for all of America’s youth. 3. Engaging students in communities. 4. Harnessing Baby Boomers’ experience. 5. Helping communities recover from and prepare for disasters. In 2009, the Corporation will also give special consideration to programs designed to engage veterans as service recipients or providers. The Corporation reserves the right to re-focus program dollars in the event of disaster or other compelling need. Corporation for National and Community Service (CNCS) Youth-serving Organization Capacity Building

The Corporation for National and Community Service (the Corporation) announces the availability of approximately $3,500,000 for the first year of a three-year grant award to national nonprofit organizations that support youth development through planning, collaboration, and alliance building for youth-serving organizations at the local and regional level, as well as direct programming to help children and youth succeed in school. Activities supported through this competition will advance the Corporation’s strategic goals around supporting youth from disadvantaged circumstances in achieving better outcomes. The Corporation plans to make two awards under this Notice of Funds Availability (Notice). The first award will go to a nonprofit organization that can best advance a national agenda for helping America’s children and youth through mobilization of volunteers and identification of resources to support other youth serving organizations, as outlined in Part 1 of section I.A. of this Notice. The second award will be made to a national nonprofit that can implement a high-quality, innovative, direct service program that brings volunteers and other community resources into local schools on a national scale, as outlined in Part 2 section I.A. of this Notice. The Corporation reserves the right to make more than two awards under this Notice depending on the number and quality of applications received. Applications are due by July 29, 2008.

For the purposes of this competition, the Corporation defines a national nonprofit organization as an organization that has on-going, demonstrable relationships with youth serving organizations or public school systems in at least two states in each of the five clusters of the country used by the Corporation to organize its field operations. Corporation for National and Community Service (CNCS) - Martin Luther King Jr. Day of Service FY 2009

The Corporation for National and Community Service (the Corporation) provides grants to organizations to plan and carry out projects that bring Americans together to serve in their communities in observation of Martin Luther King, Jr. Day. Subject to availability of appropriations, a total of approximately $500,000 will be awarded to support 2009 King Day activities, ranging in amounts from approximately $50,000 to $300,000, to support the first year of these grants. These funds are subject to the availability of FY 2009 appropriations authorizing the Corporation to make grants to share the cost of planning and carrying out service opportunities in conjunction with the federal legal holiday honoring the birthday of Martin Luther King, Jr. Grantees will be eligible for continuation funding in the second and third years contingent upon the availability of appropriations, compliance with requirements, and satisfactory performance. The purpose of these grants is to mobilize more Americans to observe the Martin Luther King, Jr. Federal Holiday as a day of service in communities, to encourage those who serve on this holiday to make a long-term commitment to community service, and to bring people together to focus on service to others. The Corporation is interested in multi-state, national (10 or more states) or comprehensive regional initiatives (multi-state regions – for example, the Corporation’s clusters). Activities must include projects that improve the lives of disadvantaged youth and engage them in providing service to others. Grantees must competitively subgrant a portion of the federal funds to eligible local organizations, and may also directly support local projects, to plan and carry out direct service activities on the 2009, 2010, and 2011 Martin Luther King, Jr. holiday weekends. Corporation for National and Community Service (CNCS) - Learn and Serve America 2008 Higher Education College Student Social Media Initiative

The Corporation for National and Community Service (the Corporation) announces the availability of approximately $2.3 million of grant funding to support the facilitation of better engagement of college students in service through social media. Some examples of social media include: social networking (i.e. Facebook, MySpace, Ning, or integrating social networking capacity into existing sites), wikis, podcasts, blogs, RSS feeds, mashups, social bookmarking, widgets, etc. Successful applicants must demonstrate how their program can use these tools to engage increased numbers of college students, especially in partnership with other nonprofit or for-profit entities. The following Notice provides a description of the competition. One time awards of approximately $100,000 to $750,000 will be made to an estimated twelve eligible applicants for a project period of up to three years. While all applicants can build in funds for subgrants as part of their program model, the Corporation expects to fund at least one partnership dedicated primarily to disbursing small subgrants (under $10,000) to seed student-driven projects. This awardee must promote, review, and award subgrants using social media. Under this model, it is expected that the grantee will allocate at least 80% of funding for subgrants. Eligible applicants include (a) consortia of institutions of higher education and (b) higher education partnerships, defined as one or more public or private nonprofit organizations, or public agencies, including States, and one or more institutions of higher education. Examples of such partnerships include: a national service-focused organization and college campuses where it has affiliated chapters; a national non-profit partnering with a university to run a national subgranting competition; a regional group of student organizations with a campus advisor serving as a legal applicant. Applicants should have demonstrable experience in planning and implementing significant service and technology programs. The purpose of this competition is to facilitate better engagement of college students in service through the use of social media. Successful applicants must demonstrate how their program design can significantly increase the number of college students volunteering.

In 2008, more than 3.8 million individuals of all ages and backgrounds will work through Corporation-supported programs to help thousands of national and community nonprofit organizations, faith-based groups, schools, and local agencies to meet local needs in education, the environment, public safety, homeland security, and other critical areas. The Corporation anticipates awarding one cooperative agreement for approximately $5,000,000 to a national organization to develop and execute a plan to support and build the capacity of local Volunteer Connector Organizations. These organizations connect individuals with volunteer opportunities and support organizations and professional volunteer coordinators in effectively using those volunteers to create meaningful change in local communities.
