USDA Community Connect Broadband Program Grant CFDA 10.863

The Community-Oriented Connectivity Broadband Grant Program is designed to provide financial assistance to furnish broadband service in rural, economically-challenged communities where such service does not currently exist. Grant funds may be utilized to deploy broadband transmission service to critical community facilities, rural residents, and rural businesses and to construct, acquire, or expand, equip, and operate a community center that provides free access to broadband services to community residents for at least two years. Grants will be awarded, on a competitive basis, to entities serving communities of up to 20,000 inhabitants to ensure rural consumers enjoy the same quality and range of telecommunications service as are available in urban and suburban communities. Applications are due by June 19, 2009.

USDA 2009 Rural Business Opportunity Grants (RBOG) CFDA 10.773 (mod 3)

The Rural Development State Offices administer the RBOG program on behalf of USDA Rural Development at the State level. The primary objective of the program is to improve the economic conditions of rural areas. Assistance provided to rural areas under this program may include technical assistance for business development and economic development planning. To ensure that a broad range of communities have the opportunity to benefit from the program, no grant will exceed $50,000, unless it is a multi-State project where funds may not exceed $150,000. There is no match requirement. As indicated in the summary, these limits do not apply to specified funding for Native American, Empowerment Zones, Enterprise Communities, and Rural Economic Area Partnerships. Applications are due by April 30, 2009 - this deadline was extended from Mar 30.


Who is eligible?
Rural public bodies, rural nonprofit corporations, rural Indian tribes, and cooperatives with primarily rural members that conduct activities for the mutual benefit of the membership are eligible provided they have sufficient financial strength and expertise to carry out the activity to be funded.

What types of projects are eligible?
The RBOG program is primarily a training and technical assistance program. Funds may be provided for development of export markets; feasibility studies; development of long term trade strategies; community economic development planning; business training and business based technical assistance for rural entrepreneurs and business managers; establishment of rural business incubators; and assistance with technology based economic development. The types of projects that may be funded might include identification/ analysis of business opportunities that will utilize local material and human resources; provision of leadership development training to existing or prospective rural entrepreneurs and managers; business support centers; centers for training, technology and export trade; and, economic development planning.

NPS Save America's Treasures 2009 Grant Round CFDA 15.929 (mod 1)

Save America’s Treasures grants are available for preservation and/or conservation work on nationally significant intellectual and cultural artifacts and collections and on nationally significant historic properties. Grants are awarded through a competitive process and require a dollar-for-dollar, non-Federal match, which can be cash, donated services, or use of equipment. The grant and the non-Federal match must be expended during the grant period, generally 2 to 3 years, to execute the project. The minimum grant request for collections projects is $25,000 Federal share; the minimum grant request for historic property projects is $125,000 Federal share. The maximum grant request for all projects is $700,000 Federal share. Applications are due by May 22, 2009. Applications WILL NOT be accepted through Grants.gov.


The Save America’s Treasures Grants Selection Panel may, at its discretion, award less than the minimum grant request. Example of activities supported by these grants may be found at at their website.

Who May Apply

  • Federal Agencies funded by the Department of the Interior and Related Agencies Appropriations Act.
  • Other Federal agencies collaborating with a nonprofit partner to preserve the historic properties or collections owned by the Federal agency may submit applications through the nonprofit partner.
  • Nonprofit, tax-exempt 501(c), U.S organizations.
  • Units of state or local government.
  • Federally recognized Indian Tribes.
  • Historic properties and collections associated with active religious organizations are eligible to apply for grants. They must meet the grant Selection Criteria, including national significance.

What is funded

  • Preservation and/or conservation work on nationally significant intellectual and cultural artifacts and nationally significant historic structures and sites. Intellectual and cultural artifacts include artifacts, collections, documents, sculpture and works of art (hereinafter collections).
  • Historic structures and sites include historic districts, sites, buildings, structures and objects (hereinafter historic properties).

What is not funded

  • Acquisition (i.e. purchase in fee simple or interest) of intellectual and cultural artifacts, historic sites, buildings, structures or objects.
  • Survey or inventory of historic properties or cataloging of collections.
  • Long-term maintenance or curatorial work beyond the grant period.
  • Interpretive or training programs.
  • Reconstruction of historic properties (i.e. recreating all or a significant portion of a structure that no longer exists).
  • Moving historic properties or work on historic properties that have been moved.
  • Construction of new buildings.
  • Historic structure reports and condition assessments, unless they are one component of a larger project to implement the results of these studies by performing work recommended by the studies.
  • Cash reserves, endowments or revolving funds. Funds must be expended within the grant period, which is generally 2 to 3 years, and may not be used to create an endowment or revolving fund or otherwise spent over many years.
  • Costs of fund-raising campaigns.
  • Costs of work performed prior to announcement of award.
  • For Federal agency grantees - Federal salaries, agency overhead or administrative costs.

Selection Criteria

  • The collection or historic property must be nationally significant.
  • Collections or historic properties not meeting this criterion will receive no further consideration.
  • The collection or historic property must be threatened or endangered, and the application must document the urgent preservation and/or conservation need.
  • Projects must substantially mitigate the threat and must have a clear public benefit (for example, historic places open for visitation or collections available for public viewing or scholarly research).
    The project must be feasible (i.e. able to be completed within the proposed activities, schedule, and budget described in the application), and the application must document adequately the required non-Federal match.

Environmental Justice Small Grants Program

The Environmental Justice Small Grants Program (EJSG) is designed to provide funding for eligible applicants working on, or planning to work on, a project that addresses a local environmental and public health issue within an affected community. The EJSG Program is a multi-statute program designed to help communities understand and address their exposure to multiple environmental harms and risks. Applications are due June 30, 2008.

NEH Preservation and Access Education and Training Grants

These grants support national or regional (multi-state) education and training programs on the care and management of, and the creation of intellectual access to, library, archival, and material culture collections. Eligible projects include: the development and presentation of courses or programs on the care and management of collections for staff in cultural organizations who are responsible for the day-to-day care of collections; the development and presentation of courses or programs that focus on the skills and knowledge required to provide or enhance intellectual access to humanities collections; graduate programs in preservation and conservation; and preservation field services that serve a multi-state region and provide surveys, consultations, workshops, reference services, and informational materials to the staff of institutions responsible for the care of humanities collections. Corporation for National and Community Service (CNCS) - Martin Luther King Jr. Day of Service FY 2009

The Corporation for National and Community Service (the Corporation) provides grants to organizations to plan and carry out projects that bring Americans together to serve in their communities in observation of Martin Luther King, Jr. Day. Subject to availability of appropriations, a total of approximately $500,000 will be awarded to support 2009 King Day activities, ranging in amounts from approximately $50,000 to $300,000, to support the first year of these grants. These funds are subject to the availability of FY 2009 appropriations authorizing the Corporation to make grants to share the cost of planning and carrying out service opportunities in conjunction with the federal legal holiday honoring the birthday of Martin Luther King, Jr. Grantees will be eligible for continuation funding in the second and third years contingent upon the availability of appropriations, compliance with requirements, and satisfactory performance. The purpose of these grants is to mobilize more Americans to observe the Martin Luther King, Jr. Federal Holiday as a day of service in communities, to encourage those who serve on this holiday to make a long-term commitment to community service, and to bring people together to focus on service to others. The Corporation is interested in multi-state, national (10 or more states) or comprehensive regional initiatives (multi-state regions – for example, the Corporation’s clusters). Activities must include projects that improve the lives of disadvantaged youth and engage them in providing service to others. Grantees must competitively subgrant a portion of the federal funds to eligible local organizations, and may also directly support local projects, to plan and carry out direct service activities on the 2009, 2010, and 2011 Martin Luther King, Jr. holiday weekends. EPA Request for Initial Proposals, Solid Waste Management Assistance

The U.S. Environmental Protection Agency Region 10 is soliciting proposals to fund projects that address solid waste reduction and management. Funds will be awarded pursuant to Section 8001 of the Resource Conservation and Recovery Act (“RCRA”), 42 U.S.C. §6981 or Section 10 of the Toxic Substances Control Act (TSCA), 15 U.S.C §2609, as appropriate. Funding will be in the form of cooperative agreements and/or grants. Funds will be awarded to applicants carrying out projects that serve the following states: Alaska, Idaho, Oregon, Washington, and the lands in Indian Country which fall under EPA Region 10's geographic area. One of the priorities sought for this proposal includes reducing the environmental impact of new construction through green building techniques, including: (1) Construction and demolition debris – fostering the increased reuse or recycling of salvaged materials; and (2) Market development – promoting the increased use of recycled content material in building construction. NEA Creativity and Aging in America

Creativity and Aging in America is an initiative of the National Endowment for the Arts designed to actively engage older Americans in quality arts programs. Through this initiative, the Arts Endowment will support exemplary projects in the disciplines of literature and music. Projects must be conducted by professional artists and engage older adults as students, artists, and/or teachers. For the purposes of these guidelines, older adults are age 65 and above. Recent research supported by the National Institutes of Health, AARP, International Foundation for Music Research, and the National Endowment for the Arts found that older adults who actively participated in ongoing, community-based arts programs, conducted by professional artists, experienced more physical and mental benefits than participants in non-arts activities. The research showed that active participation in the arts correlated positively with older adults' health outcomes and their sense of independence, potentially reducing risk factors that drive the need for long-term care. Creativity and Aging in America will focus on the disciplines of literature and music. Activities may take place in a variety of settings such as senior centers, community centers, retirement centers, museums, literary centers, performing arts centers, libraries, schools, and healthcare facilities. Projects must be planned in cooperation with the target population including local organizations that address aging-related issues. Organizations are limited to one Creativity and Aging application per year.

Corporation for National and Community Service (CNCS) - Learn and Serve America 2008 Higher Education College Student Social Media Initiative

The Corporation for National and Community Service (the Corporation) announces the availability of approximately $2.3 million of grant funding to support the facilitation of better engagement of college students in service through social media. Some examples of social media include: social networking (i.e. Facebook, MySpace, Ning, or integrating social networking capacity into existing sites), wikis, podcasts, blogs, RSS feeds, mashups, social bookmarking, widgets, etc. Successful applicants must demonstrate how their program can use these tools to engage increased numbers of college students, especially in partnership with other nonprofit or for-profit entities. The following Notice provides a description of the competition. One time awards of approximately $100,000 to $750,000 will be made to an estimated twelve eligible applicants for a project period of up to three years. While all applicants can build in funds for subgrants as part of their program model, the Corporation expects to fund at least one partnership dedicated primarily to disbursing small subgrants (under $10,000) to seed student-driven projects. This awardee must promote, review, and award subgrants using social media. Under this model, it is expected that the grantee will allocate at least 80% of funding for subgrants. Eligible applicants include (a) consortia of institutions of higher education and (b) higher education partnerships, defined as one or more public or private nonprofit organizations, or public agencies, including States, and one or more institutions of higher education. Examples of such partnerships include: a national service-focused organization and college campuses where it has affiliated chapters; a national non-profit partnering with a university to run a national subgranting competition; a regional group of student organizations with a campus advisor serving as a legal applicant. Applicants should have demonstrable experience in planning and implementing significant service and technology programs. The purpose of this competition is to facilitate better engagement of college students in service through the use of social media. Successful applicants must demonstrate how their program design can significantly increase the number of college students volunteering.

Federal Transit Administration (FTA) Public Transportation Participation Pilot Program

The Federal Transit Administration (FTA) is soliciting proposals for applied research in the area of public participation as it relates to the planning of public transportation projects and programs. The purpose of the Public Transportation Participation (PTP) Program, as called for under Section 3046 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), is to support the research and development of innovative approaches to enhance the quality and level of public participation in public transportation planning. FTA has budgeted approximately $1,028,000 for conducting research under this third phase of the PTP Program. Funding for future years of the Program will be based on availability of funds. In keeping with that concept, FTA anticipates awarding 6-10 proposals for work to be completed within 12-18 months of receipt of the funding award. FTA also may choose to fund only a part of a proposed project. FTA will consider projects of longer duration, but the work activities and product delivery must be phased in such a way as to produce a viable first-phase product. After the first phase of a project, funding for subsequent phases will be contingent on availability of funds and satisfactory progress against planned work to that point. FTA also reserves the right to not fund proposed projects. FTA also may withdraw its obligation to provide Federal assistance if the recipient does not submit the formal application (to be completed after selection) within 90 days following the date of the offer.

FY 2008 Request for Proposals, Pollution Prevention Grant Program

The Pollution Prevention Grant Program supports State and Tribal technical assistance programs which help businesses identify better environmental strategies and solutions for reducing or eliminating waste at the source. EPA anticipates it will award approximately $4.1 million in total program funding during Fiscal Year (FY) 2008. Grants will be awarded and managed by each of EPA's ten Regional Pollution Prevention Program Offices. Grant amounts awarded are dependent on the Congressional appropriations for this program and the quality of proposals received.

Please note that private nonprofit organizations are not eligible for this grant. Feel free to pass this information on to any other organizational partners or groups that may be interested.

NEH Fellowships support individuals pursuing advanced research that is of value to scholars and general audiences in the humanities. Fellowships support continuous full-time work for a period of six to twelve months. NEH Fellowships may not be used for: curricular or pedagogical methods, theories, or surveys; preparation or revision of textbooks; projects that seek to promote a particular political, philosophical, religious, or ideological point of view; projects that advocate a particular program of social action; works in the creative and performing arts, e.g., painting, writing fiction or poetry, dance performance, etc.; or doctoral dissertations or theses.

NEH Challenge Grants

NEH challenge grants help institutions and organizations secure long-term improvements in and support for their humanities programs and resources. Awards are made to museums, public libraries, colleges, research institutions, historical societies and historic sites, public television and radio stations, universities, scholarly associations, state humanities councils, and other nonprofit entities. Because of the matching requirements, these NEH awards also strengthen the humanities by encouraging nonfederal sources of support. Both federal and nonfederal funds must provide long-term benefits to the humanities. Challenge grant funds should not merely replace funds already being expended on the humanities, but instead should reflect careful strategic planning to strengthen and enhance the institution's activities in and commitment to the humanities. Activities supported Challenge grants most commonly augment or establish endowments that support humanities activities in education, public programming, scholarly research, and preservation. Institutions may use the income from invested funds to meet ongoing humanities-related costs. Examples include: faculty and staff positions, fellowships, lecture or exhibition series, visiting scholars or consultants, publishing subventions, maintenance of facilities, faculty and staff development, acquisitions, and preservation or conservation programs.

Corporation for National and Community Service (CNCS) - Volunteer Organization Capacity Building

For more than a decade the Corporation—through its Senior Corps, AmeriCorps, and Learn and Serve programs—has worked to mobilize new generations of engaged citizens. In 2008, more than 3.8 million individuals of all ages and backgrounds will work through Corporation-supported programs to help thousands of national and community nonprofit organizations, faith-based groups, schools, and local agencies to meet local needs in education, the environment, public safety, homeland security, and other critical areas. The Corporation anticipates awarding one cooperative agreement for approximately $5,000,000 to a national organization to develop and execute a plan to support and build the capacity of local Volunteer Connector Organizations. These organizations connect individuals with volunteer opportunities and support organizations and professional volunteer coordinators in effectively using those volunteers to create meaningful change in local communities.

Deptartment of Homeland Security (DHS) Urban Areas Security Initiative Nonprofit Security Grant Program (UASI-NSGP)

The FY2008 NSGP provides funding support for target-hardening activities to nonprofit organizations that are deemed at high risk of a potential terrorist attack. While this funding is provided specifically to high-risk nonprofit organizations, the program seeks to integrate nonprofit preparedness activities with broader State and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, State and local government agencies, and Citizen Corps Councils. The UASI Nonprofit Security Grant Program will provide $15 million to high-risk nonprofit organizations. Each nonprofit organization may apply through the State for a grant award of up to $75,000. Grant recipients must meet a 75% Federal-25% grantee match requirement. Grantee contributions must be from non-Federal sources. Possible uses might include the purchase and training involved with Inspection and Screening systems.

Eligibility
Nonprofit, 501(c) (3) organizations that are at deemed high risk of a potential terrorist attack and are located within one of the specific FY08 UASI-eligible Urban Areas are eligible to submit applications through their State Administrative Agency (SAA).

Criteria for determining eligible applicants who are at high risk of terrorist attack include, but are not limited to:

  • Identification and substantiation (e.g. police reports or insurance claims) of prior threats or attacks against the nonprofit organization or closely related organizations (within or outside the U.S.) by a terrorist organization, network, or cell.
  • Symbolic value of the site(s) as a highly recognized national or historical institution that renders the site a possible target of terrorism.
  • Role of the applicant nonprofit organization in responding to or recovering from terrorist attacks.
  • Findings from previously conducted risk assessments including threat, vulnerability or consequence.

Not all eligible nonprofit organizations and UASI communities are guaranteed to receive funding under the FY 2008 NSGP. Allocation decisions will be made based on risk and how well applicants address program requirements through their investment justifications.

Rural Community Development Initiative (RCDI) for Fiscal Year 2008

This Notice announces the availability of $6,255,900 of competitive grant funds for the RCDI program through the Rural Housing Service (RHS), an agency within the USDA Rural Development mission area herein referred to as the Agency. The intermediary will be required to provide matching funds in an amount at least equal to the RCDI grant. The respective minimum and maximum grant amount per intermediary is $50,000.00 and $300,000.00. These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. The intermediary must provide a program of financial and technical assistance to a private nonprofit, community-based housing and development organization, a low-income rural community or a federally recognized tribe.

NEH Small Grants to Libraries / Pride and Passion: The African American Baseball Experience

The Small Grants to Libraries program brings traveling exhibitions and other types of public programming to libraries across the country. "Pride and Passion: The African American Baseball Experience" is a collaboration between the National Endowment for the Humanities, the American Library Association (ALA), and the National Baseball Hall of Fame and Museum. The exhibition is based upon a permanent exhibition of the same name on display at the National Baseball Hall of Fame and Museum, Cooperstown, N.Y. The traveling exhibition and tour are funded by a major grant from the National Endowment for the Humanities (NEH) to the American Library Association. "Pride and Passion: The African American Baseball Experience" has been designated as part of the NEH’s We the People program, exploring significant events and themes in our nation’s history and culture and advancing knowledge of the principles that define America.

National Historical Publications and Records Commission (NHPRC) Electronic Records Grant Program

The focus of the NHPRC's Electronic Records grant program is to support projects that will lead to sustainable electronic records archives that preserve digital records with enduring historical value. Projects cannot use grant funds to digitize historical records. Applicants who wish to digitize records should refer to the Digitizing Historical Records announcement.
We seek applications for projects that:

  1. Develop institutional capacity through program evaluation and planning;
  2. Create institutional capacity with program start-up support;
  3. Expand the scope of existing programs; or
  4. Develop electronic records service providers that can offer reliable preservation services to archives.

We strongly encourage each application to include professional development components necessary for the success of the project. These may consist of basic or advanced e-records training for archives staff, agency records managers, high level administrators, IT staff, and others.

NHPRC support begins no earlier than January 1, 2009.
